In a small bowl pour boiling water over cocoa. Stir until dissolved; set aside. Cream together margarine and sugar; add eggs and vanilla. Mix well. Add dry ingredients to creamed mixture alternately with cocoa mixture. Put in greased 9x13" pan. Bake at 350° for 30 minutes or until toothpick inserted in center comes out clean.
