In a large bowl combine dry ingredients. Stir in oil, milk and eggs. Add water and stir until combined. Pour into a greased 13" x 9 " pan. Bake at 350° F. for 35-38 minutes or until a toothpick near center comes out clean.

1/2 c baking cocoa
2 t. baking soda
1 t. baking powder
1/2 t. salt
1 c. vegetable oil
1 c. milk or buttermilk
2 eggs
1 c. hot water
