Combine cracker crumbs, flour, and soda; set aside. Mix margarine, sugar, eggs, water, and vanilla. Gradually add flour mixture; mix well. Stir in 1 cup chips and nuts. Spread in greased 11x7x2" pan. Bake at 375° for 18 minutes, or until lightly browned. Remove from oven. Immediately sprinkle 1 cup chips over warm surface. Let stand until chips soften. Spread evenly. Cool and cut into squares.

1-2/3 cups graham cracker crumbs
1/2 cup flour
1/2 cup brown sugar
1 Tbsp. water
1 cup chopped nuts
1/2 tsp. baking soda
1/2 cup melted margarine
2 cups chocolate chips
